The cost of the Bell Tower is far higher than the government claims. The company says the Bell Tower costs $8 million a year to maintain.

As of January, the tower had a budget of $19 million.

In its annual report to investors, the company lists $2 million spent on the property last year. The next most expensive was at the former Sears building in Seattle, whose budget was $6.8 million.

The Bell Tower is on the market for $28 million, according to the firm.

Dow Jones Industrial Average stock was up 2 percent to 1,115.82 this morning, while the S&P 500 index was up 0.4 percent to 2,619.80.

In its report, Bell estimated that $8.5 million of the bell tower's budget went to maintenance while the rest went to property upgrades, according to its annual report. It added the cost of new infrastructure.

Bell was recently bought by investment group Blackstone for nearly $3 billion. That deal fell through in 2012.

Results of the pilot program:

After 5 years of participation, a community group in the neighborhood has experienced a 40% increase in home ownership.

The rate of home ownership increases across neighborhoods

Home ownership increases by 25% for first-time homebuyers, and 20% for those making one to two home purchases a year

The rate of home ownership in the first home buyer pool increases by 16% for families

One-time homebuyer increases for families are 30% for the first time purchase, 41% for home purchases in first-time purchase family pools, and 43% for those making just one home purchase a year.

One-time homebuyers are more likely to be homeowners and their property values are significantly higher than those who live in households where the family is single and the home is not under renovation.

One-time homebuyers pay $35 less for home rental

One-time homebuyers with no fixed residence

Homeowners with prior ownership experience

One-time homebuyers spend less money on maintenance and repairs.

Households that participate in the program spend $35 less on their home expenses.

The results of this pilot program have been available for several years. In November 2012, the House Oversight and Government Reform Subcommittee on Energy and Commerce recommended $2.5 million for the program; of this the amount awarded to the Community Housing Action Center was $1.6 million.

How is the Community Housing Action Center selected?

Since 2007 the Community Housing Action Center has been making home purchasing and renovations more affordable through local advocacy campaigns and training workshops. The Council on Community and Economic Development selects each community housing action center for consideration for a grant.

The Neighborhood Planning and Development Center (NPCD) is a nonprofit partnership between the Council on Community and Economic Development, The Seattle Foundation, and the National Community Reinvestment Coalition that is authorized to award grants for certain projects.

The Neighborhood Planning and Development Center has served many communities with a wide variety of housing needs, not all of which qualify for HUD assistance. In 2008 NPCD created its first-ever "Housing Choice Voucher" program, which provided vouchers for the purchase of properties and a 10% subsidy to low-income people buying their first home. Over the years, the vouchers have remained in effect and are administered by NPCD, though the Council has decided to phase out the vouchers in some communities.
