The figures also show there were more than 7,000 people who spent time in solitary for non-violent drug offences, the equivalent of a quarter of the population.

It is now the prison service's policy to move people in with long-term drug offenders to another prison in the prison system, when they are most likely to be released from custody. This, the government says, helps to reduce recidivism.

The numbers were first revealed in a series of reports from the government's Prison Officers' Association.

Among the findings of the report was that a quarter of those sentenced for drug offences were in solitary confinement for 18 months or more.

And this increased to almost half of those sentenced by the courts, with one in four sentenced for the first time.

These figures show that nearly 7,000 people will be in prison for life for non-violent drug offences in England, Wales and Scotland this year. A further 2,300 have been sentenced to long-term prison terms in recent years.

What are the statistics on solitary confinement?

The government says its statistics show that in a previous year 1,200 more prisoners were in solitary confinement than the normal prison population.

But that measure relies on prison authorities recording the numbers of inmates in and out of lock-down cells, instead of the real figures.

As with other government agencies, prison authorities said most of the people receiving these kinds of conditions were people who had not been convicted, and had been released from custody for non-violent drug offences after serving their sentences at a different prison.

What is a "serious harm"?

There are three types of prison terms that prisoners can go into:

Community sentence, where a prison sentence carries an immediate loss of income.

Sentence enhancement, where a prison term is based on a number of community service orders, as well as a prison term on a prison sentence.

Temporary and continuous supervision, where a prison term is reduced over a number of years and is only set to end if a prisoner passes a series of probation orders and/or community service orders.

Some groups have pointed out that there are very specific definitions for each.

What are the consequences of being in prison?

In the words of Professor Peter Marshall at the School of Criminology and Criminal Justice at Kings College London, "prisoners in solitary confinement are subject to increasingly severe restrictions of communication, movement and food for the rest of their lives.

"There is little likelihood of a prisoner's reintegration or re-integrating with the outside world."
